e MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL MONDAY, JANUARY 24, 1994 Members Present: Vice Mayor Farber, Councilmembers Scheel, Dietz and Holmgren Members Absent: Mayor Duitsman Staff Present: Pat Klaers, City Administrator; Sandra Thackeray, City Clerk; Phil Hals, Street/Park Superintendent Also Present: Jeff AsfahL 728 Area Recreation Coordinator 1. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:00 p.m. by Vice Mayor Farber. 2. Consider 1/24/94 City Council Agenda e COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 1/24/94 CITY COUNCIL AGENDA. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4~0. 3. Consider 1/18/94 City Council Minutes COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 1/18/94 CITY COUNCIL MINUTES. COUNC1LMEMBER SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 4~0. 4. Consider Guidelines for Usage of Oak Knoll Fields Jeff AsfahL 728 Area Recreation Coordinator, presented the Council with proposed guidelines for usage of outdoor playfields. Jeff Asfahl stated that the main purpose for these guidelines is to avoid conflicts in scheduling of the fields. Jeff Asfahl indicated that these guidelines apply to the playfields located in Elk River that are owned by either the City, School District, or both. He indicated that the Elk River Park and Recreation Commission has voted to support these rules and further indicated that he would be presenting the guidelines to the School Board for its consideration. Fees were discussed by the Council. It was noted that the fees charged are minimal and are not charged to make a profit, but to keep the fields in good condition. e COUNCILMEMBER DIETZ MOVED TO APPROVE THE PROPOSED GUIDELINES FOR USAGE OF OUTDOOR PLA YFIELDS TO BE REVIEWED ON AN ANNUAL BASIS. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
