The actual costs incurred will be tracked and <br />charged to the project. Any contributing funds from outside sources (Le., Municipal <br />State-Aid, water or sanitary sewer operating funds, connection charges, other <br />governmental agencies) may be deducted from the total improvement cost to determine <br />the assessable costs. <br /> <br />The initiation of public improvement projects may happen in two different methods. The e <br />first method is by a petition of the affected property owners. The petition must be signed <br />by the owners of not less than 35 percent of the frontage of the real property abutting the <br />proposed improvements. The second method is to initiate the proceedings by City <br />Council direction, in which case no petition is needed. An outline of the public <br />improvement process is provided in the Appendix !. <br /> <br />Any reference to land zoning in this manual shall mean the most current approved City <br />Zoning Map available at the time. It should be emphasized that the special assessment <br />methods and policies summarized herein cannot be considered as all-inclusive and that <br />unusual circumstances may at times justify special consideration. Also, any fIxed cost <br />data and rates presented herein will be adjusted from yeaf nmi to yeaf Bm~ so as to <br />reflect current costs. <br /> <br />e <br /> <br />-2- <br />
