<br />City CouncillvIinutes <br />June 19, 2006 <br /> <br />Page 5 <br /> <br />Chief Beahen stated Chief West was called away for an emergency and was unable to be at <br />the meeting tonight but that he appreciated the donation from the Foundation. Chief <br />Beahen stated the Foundation has been generous \vith their contributions. He stated each <br />time an officer has been killed state\Vi.de the Foundation has donated $1,000 to the memorial <br />fund. <br /> <br />Mayor I<linzing thanked the Foundation. <br /> <br />6.1. 2006 Bituminous Overla~y Improvement (Improvement and Assessment Hearing) <br /> <br />1v1r. Maurer provided a background of overlay improvements and \vhy the city does these <br />projects. He re'Tiewed the areas proposed to be included in this project. 1v1r. Maurer stated <br />there are 392 assessable units and that the bid on the project came in lower than projected in <br />the feasibility report. He stated the assessment to property owners would be reduced to <br />$2,150 per unit and they should receive an updated assessment schedule in the mail. <br /> <br />1v1r. Maurer listed six properties from Deerfield 2nd that should be removed from the <br />assessment roll because they were assessed in 2001 for another project. He stated a property <br />in Schooblie\v Addition needs to be removed from the assessment roll because it is an <br />unbuildable lot if the improvement project is approved tonight. <br /> <br />1\1ayor I<linzing opened both the improvement and assessment public hearings. <br /> <br />Allen Wallace, 12516 Ridge\voocl Drive-Stated he is a representative of the Ridgewood <br />..!~ssociation, which supports the improvement project. <br /> <br />Vicky Stevenson) 19850 Watson Circle-Stated she lives in the Ridgewood area and does not <br />support the project. She stated concerns \Vith erosion and drainage and felt an overlay would <br />not fDr these issues. She also expressed concerns Vlith sno\vplows tearing up the asphalt in <br />the cul-de-sac. She would like to see the road better constructed. <br /> <br />Mayor I<linzing questioned what the overlay \vill accomplish. <br /> <br />1v1r. Maurer stated the overlay \v1ll create a ne'\v driving surface Vlith an average of 1-1/2" <br />thick asphalt. He stated drainage patterns would not change but staff can review other <br />alternatives to fL.x these issues. <br /> <br />Gary Gadacz, 19764 York Street-Stated he is concerned the overlay \vill not remedy <br />drainage and erosion issues in Ridge\\rood. He further stated he would like to see curbing <br />ins tailed. <br /> <br />IvIr. Maurer stated the city could consider installing a bituminous berm where needed for <br />drainage purposes. <br /> <br />Sherry Booth 9993 213th _t\venue-Stated on September 6, 2005 she received approv-al to <br />combine her two lots into one lot and did not feel she should be assessed for two lots. <br /> <br />1it. Maurer stated if Ms. Booth could provide proof that the t\vo lots are combined as one <br />lot the city would change the assessable unit to one. <br />
