<br />Transportation Issues Update <br />July 10, 2006 <br /> <br />Page 3 <br /> <br />equipment is delivered to the site, the installation and startup of the signal will take <br />approximately two days. <br /> <br />6. Railroad Crossing Upgrades <br /> <br />As the City Council may have been informed, the railroad crossing of Proctor Avenue is <br />scheduled to be reconstructed starting the week of July 10th. Proctor Avenue will be <br />closed for some period of time to allow the railroad company's crews time to fully <br />reconstruct this crossing. <br /> <br />At the same time, I have been contacted by Crystal Rossel of BNSF regarding the <br />railroad crossing on 165th Avenue. The two tracks that cross 165th Avenue currently <br />have one with a concrete crossing while the second line is an old timber crossing, which <br />is scheduled for maintenance this year. Ms. Rosse! has contacted me regarding the City's <br />interest in having the second crossing upgraded to concrete planks. In order to do this, <br />the railroad company has asked the City to participate in the cost at $12,800, which is <br />approximately 1/3 of the total cost of the upgrade. Attached are a couple of emails from <br />Ms. Rosse! and a sample Crossing Surface Installation Agreement. I will be looking for <br />direction from the City Council on whether or not you are interested in participating at <br />the $12,800 level in order to get the timber crossing upgraded to concrete. As the <br />Council is aware, this is the main access to the Youth Athletic Complex area. <br /> <br />7. MnDOT Property off of 17Sth Avenue <br /> <br />MnDOT has contacted the City regarding the potential use of the 20-acre parcel they <br />own north of 175th Avenue for granular fill material to be used for the Otsego (THl0l) <br />interchange project. We have been communicating with MnDOT's Materials Engineer <br />relative to the amount of truck traffic and the hours of operation that are to be expected <br />with the use of this property. At this point, MnDOT still does not have a firm handle <br />on their contractor's planned use of this property. As the Council may be aware, the <br />City cannot require MnDOT to obtain a mineral excavation permit, but it does appear <br />that MnDOT will be willing to keep the City informed of planned operation and try to <br />minimize disruption by dedicated haul roads and times of operation. <br /> <br />At the end of this project, MnDOT expects this parcel of land to be completely used up, <br />relative to granular fill and therefore, of little use to MnDOT in the future. They have <br />inquired as to the City's interest in acquiring that 20-acre parcel of land after their use is <br />complete. I have indicated that the City would be interested in acquiring the land, <br />knowing that its condition would be a relatively large hole. I have indicated that the City <br />would want the side slopes of the hole to be left in a safe condition and any potential <br />erosion possibilities addressed. I have also indicated that the City would likely not be <br />interested in paying any significant amount of money for the parcel, especially given the <br />condition it would be in. MnDOT has indicated they would likely be able to convey the <br />property to the City at little or no cost.
