Last year, a conditional use permit for a home <br />occupation was approved for David & Barb Erbstoesser of <br />l1796-l95th Avenue NW (Lot 2, Block 2, Schoolview First <br />Addition), Elk River, for a wood craft business out of his <br />garage. Ann Bergstrom, located at 19263 Lowell Street, also <br />received a conditional use permit in 1981 for a hair care <br />business. Therefore, Mr. Altenweg's business would not be out <br />of character for this neighborhood. <br /> <br />RECOMMENDATION <br /> <br />Staff feels this request meets the seven standards for a <br />conditional use permit as outlined in Section 900.2 of the Elk <br />River City Code of Ordinances as well as the Home Occupation <br />Ordinance. Staff is recommending approval of this conditional <br />use permit request to operate an upholstery business out of the <br />applicant's home, with the following conditions: <br /> <br />1. HOURS OF OPERATION BE AS PER CITY CODE. <br /> <br />2. NO EXTERIOR STORAGE RELATED TO THIS BUSINESS SHALL BE <br />ALLOWED. <br /> <br />e <br /> <br />3. <br /> <br />SIGNAGE BE LIMITED TO TWO SQUARE FEET AND MOUNTED <br />FLAT ON THE WALL OF THE DWELLING. <br /> <br />4. THE NUMBER OF EMPLOYEES BE AS PER CITY CODE. <br /> <br />5. THE USE IS SUBJECT TO AN ANNUAL REVIEW BY STAFF TO <br />ENSURE THAT THE INTEGRITY OF THE RESIDENTIAL <br />NEIGHBORHOOD IS MAINTAINED. <br /> <br />e <br />
