CU-93-36 <br /> <br />ISSUE <br /> <br />Todd Altenweg is requesting a conditional use permit to operate <br />an upholstery business out of his home. The applicant's <br />business will consist of upholstering sofas, chairs, car seats, <br />etc. The memo to the Planning Commission explaining the <br />request in detail is attached. <br /> <br />LOCATION <br /> <br />11925-191 Avenue NW, Elk River, MN, Lot 11, Block 1, Schoolview <br />First Addition. <br /> <br />ANALYSIS <br /> <br />e <br /> <br />The applicant has indicated that he will be the only employee <br />of the business and plans on working approximately 40 hours per <br />week during normal business hours. The business will consist <br />of Mr. Altenweg picking up and delivering all items he <br />reupholsters, therefore, no customers should be coming directly <br />to the home. Mr. Altenweg will do all the work within the <br />confines of his insulated garage. This should aid in keeping <br />noise to a minimum. The tools used for the applicant's <br />upholstery shop will consist of an industrial sewing machine, <br />large cutting table, small air compressor, air staple gun, <br />hammers, etc. There will be no exterior storage associated <br />with this business. <br /> <br />PLANNING COMMISSION MEETING <br /> <br />At the November 23, 1993, Planning Commission meeting, a <br />resident did express some concern about the possibility of <br />excess noise from the upholstery business. In response to this <br />concern, the Planning Commission added a condition which would <br />trigger immediate Planning Commission and City Council review <br />if valid complaints were received concerning noise. <br /> <br />RECOMMENDATION <br /> <br />The Planning Commission unanimously recommended approval of the <br />conditional use permit for Todd Altenweg with the following <br />conditions: <br /> <br />e <br /> <br />P.O.
