.

e

e

City Council Meeting, Elk Park Center
December 13, 1993

Page 3

has actually been reduced from 375,000 square feet to 370,000
square feet.

FEASIBILITY STUDY

Terry Maurer's first draft of a feasibility study for Elk Park
Center focuses on traffic and drainage issues. Terry Maurer
will be presenting this report along with his findings and
conclusions on December 13, 1993.

HIGHWAY 169 CROSSOVER

Attached is a letter from MnDOT discussing the issue related to
the Highway 169 crossover and proposed improvements to Highway
169, School Street and Freeport intersection. The developers
will discuss this letter at Monday's meeting.

FORTHCOMING ACTIONS

If the proposed shopping center proceeds forward, the City
Council should be reminded the Planning Commission and City
Council will have the opportunity to review specific site
plans for each phase of Elk Park Center. This review process
will be conducted as part of the conditional use permit review
for each phase. In other words, if there are detailed concerns
such as location of landscaping or parking lot drainage issues,
these will be addressed through another site plan review
process. However, the fundamental design of the parking lot,
building configuration, access points and total square footage
shown on the proposed site plan will remain as the foundation
from which future reviews are predicated upon.

COUNCIL ACTION

City Attorney Peter Beck will outline the actions that are
available for the City Council to consider to address the items
being presented at Monday night's meeting.

ATTACHMENTS

October 19, 1993, Planning Commission Minutes
October 26, 1993, 9ity Council Minutes
November 15, 1993, City Council Minutes
November 22, 1993, City Council Minutes
Letter from MnDot
Revised Development Plan
