This book, Volume II, reports
employee benefits and working policies in those of the participating jurisdictions that have formal
policies and/or benefit plans.

Reporting for each jurisdiction is separated into detail covering distinct employee groupings (i.e., OT A =
Officefrechnical/Administrative; PW = Public Works; Pol = Police, and F = Fire). There are further
subgroupings as necessary to present an accurate picture of the particular jurisdiction's working
policies and benefits.

Note: There are summary data from the Twin Cities private sector and Federal Government reported
at the end of each section under the heading RELATED SURVEY DATA.

Highlights of this year's Volume" are:

A section regarding medical benefits for retired employees has been added to the survey
this year.

Cost of healthcare continues to rise at a rate greater than salaries or other benefits.

Several jurisdictions, mostly smaller, did not provide benefits forms to the survey office.
Data which was reported last year will not appear in this year's survey. Jurisdictions which
did not provide current data will need to be contacted directly if information is needed.

Survey data in this Volume were obtained and verified primarily by personal contact, with numerous
telephone calls to ensure accuracy and comparability of reporting.

Members of the Survey Advisory Committee (listed on the inside back cover) and the DCA Stanton
staff welcome your comments and suggestions for continually improving the benefits volume of the
survey. Thank you for your cooperation.

By: DCA Stanton Group
200 DCA Center
13100 Wayzata Boulevard
Minnetonka, MN 55343
(612)541-7500

July, 1992

Printed On Recycled Paper

Daa-.
