As you are aware, currently that is a
T -intersection with Main Street being the east and south legs, and Tipton Avenue being the
west leg. Main Street has a substantially higher traffic count that Tipton Avenue. At this
point in time, the intersection is set up with an all-way stop sign situation. Therefore, all
vehicles must stop except for vehicles heading eastbound on Main Street coming across the
bridge. These vehicles have a free right-turn with a yield condition.

There are two alternatives the City could consider in changing the traffic control pattern at
this intersection. The first and less desirable of the two would be to remove the stop signs
for westbound Main Street and Tipton A venue. This would provide for free movement
from Main Street ~tound to the left turn movement needed to cross the Elk River Bridge.
This would also provide for a free movement through the intersection for those few vehicles
each day that access it from Tipton Avenue.

The second alternative, which we would recommend if there is to be a change, would be
to remove the stop sign for westbound Main Street. This would provide for free left turning
movements for those westbound vehicles on Main Street. This would still require the few
vehicles a day on Tipton A venue to stop prior to entering the intersection. In this scenario,
perhaps a supplementary sign could be added to the Tipton A venue stop sign which would
indicate oncoming traffic does not stop.
