The <br />reason for the appeal request was that Mr. Boelter self hauls <br />his own waste to the Elk River Landfill for both his home and <br />business. Mr. Boelter does not feel he needs the City's refuse <br />and recycling collection service and that he can do an adequate <br />job self hauling his own waste. Mr. Boelter has not used the <br />City's refuse and recycling service. <br /> <br />The Refuse Appeal Board voted 4-0 to deny the request to remain <br />consistent throughout the City. It is the Appeal Board's <br />feeling that if this request were approved, it would open the <br />opportunity of several additional requests similar to Mr. <br />Boelter's. Allowing people to self haul their own waste is <br />~ difficult to monitor and does have the potential to be abused. <br /> <br />Mrs. Lester Boelter, 20733 Elk Lake Road, Elk River, Minnesota, <br />would also like the opportunity to discuss her refuse situation <br />with the Council. On September 20, 1993, Mrs. Boelter's appeal <br />case came before the City Council. I represented Mrs. Boelter <br />because she could not attend the meeting. Mrs. Boelter has <br />told me that they are on a fixed income and cannot afford <br />another added bill. Attached is a memo from the September 20, <br />1993, City Council meeting explaining Mrs. Boelter's request in <br />detail. On September 20, 1993, the Council voted 5-0 to deny <br />the exemption request. Mrs. Boelter would like another <br />opportunity to speak to the Council directly about her <br />situation. <br /> <br />In order to help senior citizens like Mrs. Boelter, the City of <br />Elk River has designed the 32 gallon biweekly refuse program to <br />help the low volume generator of refuse. Currently, the total <br />cost of the biweekly service is $12.36 per month. This price <br />includes recycling and tax. In order to help the people who <br />use the 32 gallon biweekly container (mainly senior citizens), <br />the City subsidizes $2.52, per month per customer. This is <br />essentially the City's senior citizen discount. As of November <br />1, 1993, there were 248 customers on the 32 gallon biweekly <br />program. The 1993 City subsidy will be $7,499.52. <br /> <br />~ <br /> <br />I will be at the November 29, 1993, meeting to discuss any <br />questions you may have on the appeal requests. <br /> <br />P.O.
