The accessory <br />structure will be used to shelter Mr. Peterson's five horses <br />and other equipment related to the horses. A portion of the <br />building will also be used to store items such as trailers and <br />other miscellaneous equipment. Attached is a drawing that <br />shows the outside and inside layout of the structure. The <br />proposed building will be located directly behind the <br />applicants home and will be screened from view from any <br />neighboring homes due to the heavily wooded site. If this <br />application is approved, the applicant will be required to <br />submit engineered drawings in order to receive a building <br />permit. This is a State building code requirement and will <br />need to be submitted before a building permit can be issued. <br /> <br />SETBACKS <br /> <br />Elk River City Code requires that all metal skinned buildings <br />are set back 300 feet from any neighboring dwellings. There <br />are no existing homes located closer than 300 from the proposed <br />structure. The structure would also be subject to the normal <br />accessory structure setbacks, which are 35 feet from the front <br />property line, 20 feet from the side property lines, and 30 ~ <br />feet from the rear property line. The site plan prepared by .., <br />Mr. Peterson shows that this building would exceed the setback <br />requirements. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of the conditional use permit <br />for Richard and Kathy Peterson allowing a 3,180 square foot <br />detached metal skin agricultural accessory building and to <br />allow two agricultural buildings on one lot with the following <br />conditions: <br /> <br />1. THE COLOR OF THE BUILDING BE COMPATIBLE WITH THE <br />EXTERIOR OF THE HOUSE. <br /> <br />2. THE APPLICANT BE REQUIRED TO SUBMIT SIGNED ENGINEERED <br />DRAWINGS IN ORDER TO RECEIVE A BUILDING PERMIT. <br /> <br />e <br />
