This would negate the need for the developer to extend the
sewer and water stubs an additional 10 feet in the private
easement. Our present policy has been to place the electrical
lines in the private right of way unless there is a tree or other
obstacle in the way, when we will veer into the street ROW for a
short distance. I see no reason that we cannot comply with Rick's
and Marly's request, in most cases, as long as we still have the
right to move to private ROW when terrain or other soil conditions
would make the installation more difficult.

I suggest the following resolution be placed in the utilities
Commission Meeting minutes:

The Elk River U~ili~ies would be glad ~o comply wi~h ~he desires of
~he Ci~y Council if ~hey would like ~o see ~he priori~y placemen~
of elec~rical facili~ies ~o be in ~he S~ree~ Righ~ of Way. The
U~ili~ies would like ~o re~ain ~he righ~, if ~errain, soil
condi~ion.s or o~her difficul~ies dic~a~e, ~o place ~hese facili~ies
in ~he priva~e easemen~.

***************************************************************
New Topic:
