The <br />change approved was to extend the sewer and water stub-ins for <br />subdivided lots beyond the street right-of-way to the edge of <br />the utility easement. This change in the City policy was <br />appropriate based on the Elk River Utilities policy of placing <br />electric lines in the easement and not in the street <br />right-of-way. The goal of this new policy was to eliminate <br />future conflicts with underground electric lines when the sewer <br />and water was extended in the future to new homes. <br /> <br />. <br /> <br />This new policy was requested to be reconsidered by the City <br />Council in October. In October the City Council referred this <br />policy back to the Utilities Commission. The Utilities <br />Commission discussed this issue at its 11/3/93 meeting (see <br />attached) and the Utilities have decided to change its policy <br />regarding the location of electric lines. The Utilities are <br />now going to place the electric lines in the street <br />right-of-way if it is possible. Accordingly, the City no <br />longer needs to extend the sewer and water to the easement line. <br /> <br />Based on this new policy of the Utilities to place the electric <br />lines in the street right-of-way and not in the easements, it <br />is recommended to the City Council that the City change its <br />policy back to its previous status, whereby the sewer and water <br />stub-ins to new subdivisions are placed up to the right-of-way <br />boundary. It should be noted that this policy will only relate <br />to internal residential streets and not to streets which have a <br />collector designation or where it is possible that the street <br />will be improved (expanded) in the future. <br /> <br />. <br /> <br />P.O.
