P 93-14 <br /> <br />BACKGROUND <br /> <br />On April 20, 1992, Mr. Rick Foster received preliminary plat <br />approval from the City Council to develop 36 acres lying north <br />of 193rd Avenue alignment and east of Highway 169, into 74 <br />single family lots. The preliminary plat included two phases, <br />of which the first phase consisted of 50 lots and was finalized <br />by the City Council on May 18, 1992. Mr. Foster is now <br />requesting to begin construction of a portion (13 lots) of <br />Phase II. <br /> <br />. <br /> <br />As previously presented to the City Council on October 25, <br />1993, one of the issues with Hillside Estates is its temporary <br />connection to a trunk sanitary sewer line intended to serve the <br />area south and east of 193rd and Highway 169. The trunk <br />sanitary sewer line intended to serve Hillside Estates is <br />presently located at the corner of Freeport Avenue and School <br />Street. Although there is technically sewer capacity available <br />for Hillside Estates to continue on a temporary basis, an <br />extension of the permanent trunk line should be initiated in <br />the near future, by either the City, Mr. Foster, or by the <br />development of property west of Highway 169 and north of School <br />Street. Resolving this temporary situation will allow Mr. <br />Foster to continue development of the Hillside Estates project <br />without further concern of the temporary utility line being <br />utilized. <br /> <br />ANALYSIS <br /> <br />The final plat for Hillside Estates Second Addition has been <br />prepared in accordance with the preliminary plat as approved by <br />the City Council. However, there are a few issues which need <br />to be addressed prior to releasing the final plat for <br />recording. These issues are listed as conditions in staff's <br />recommendation for approval of the final plat for Hillside <br />Estates Second Addition. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends the City Council approve final plat for <br />Hillside Estates Second Addition with the conditions as listed <br />in Exhibit B of the attached final plat resolution. <br /> <br />. <br /> <br />ATTACHMENTS <br /> <br />Final plat, final plat resolution <br /> <br />P.O.
