ACH, CITY PLANNER~ <br /> <br /> <br />TO: <br /> <br />DATE: DECEMBER 9, 1993 <br /> <br />SUBJECT: TAX INCREMENT DISTRICT NO. 12 <br /> <br />On October 28, 1993, staff presented to the Planning Commission <br />for their review Tax Increment District No. 12. The Planning <br />Commission reviewed the Tax Increment District and proposed <br />project to determine its consistency with the Comprehensive <br />Plan. Based on the Commission's review, it was recommended <br />that the Tax Increment Financing District No. 12 appeared to be <br />consistent with the Comprehensive Plan. However, there were <br />several concerns expressed at the meeting and are outlined in <br />the attached Planning Commission minutes. <br /> <br />e <br /> <br />Staff's review found the proposed District is also in <br />conformance with the Comprehensive Plan. Specifically, the <br />project site is currently zoned Cl (Central Business District) <br />and has an underlying land use of CB (Central Business <br />District). Furthermore, one of the goals specified in the <br />Comprehensive Plan for commercial development is to preserve <br />the vitality of the City's commercial activity. With that, the <br />proposed development would bring consumer interest to the <br />downtown area and offer spin-off activity to the other <br />businesses in the area. <br /> <br />e <br /> <br />P.O.
