<br />1 <br /> <br />1 <br />I <br />I <br />I <br />, <br />I <br /> <br />5. <br /> <br />Analyze the alternative drainage plan which calls for significantly more <br />on-site storage and all drainage flowing to the south with no drainage <br />flowing under TH 169 to the east. <br /> <br />The most recent proposed storm drainage plan submitted by the Elk Park <br />Center developer on November 22, 1993, includes a single large stormwater <br />pond along the south edge of the development (see Exhibit 9). The proposed <br />pond is approximately 3.3 acres in water area with the normal water level <br />of 904.0 feet, and 4.7 acres in water area with a high water level of 910.0 <br />feet. The pond provides a total storage volume of approximately 24 acre- <br />feet. Exhibit 10 shows a cross sectional view of the proposed pond. <br /> <br />I <br />1 <br />1 <br />. <br /> <br />Providing a storm drainage pond along the south end of the development <br />follows the natural topography of the area. Runoff from the existing area <br />currently ponds in this area, as the basin drains in a southerly direction. <br /> <br />A soil boring done in 1986 for the water tower adjacent to the Elk Park <br />Center site shows water levels to be at an elevation of 900-905 feet mean <br />seal level (msl). The existing pond between Jackson Road and TH 169 has <br />a water surface elevation of 904 feet msl. From this information, the water <br />level in the proposed storm water pond will normally be at approximately <br />904 feet msl. <br /> <br />Please refer to item 4 above for comments regarding the discharge of this <br />pond into the 21" RCP at Freeport A venue and School Street. <br /> <br />We are hopeful that this information helps to clarify some of the critical issues regarding <br />the Elk Park Center proposal. We will be prepared to give a detailed presentation of this <br />information at Monday evening's City Council meeting.
