The remaining four lanes will provide two left turns for eastbound <br />School Street, a thru lane, and a right turn lane. At the intersection of <br />School Street and Freeport A venue, as shown on the exhibit, westbound <br />School Street will have a left turn lane onto Freeport, a free right turn lane <br />movement to northbound Freeport, and two thru lanes. Eastbound School <br />Street will have a left turn lane, a thru lane, and a thru/right turn lane. <br />Along this entire stretch, there will be a raised concrete median. This <br />stretch of 6-lane roadway would be approximately 84-86 feet wide. <br />Northbound Freeport A venue at School Street will have a right turn lane and <br />a thru/left turn lane. The reason for this is on the north side of the <br />intersection the right turn from westbound School Street to northbound <br />Freeport A venue has a protected lane and will continue as a free turning <br />movement, thus greatly reducing the concerns of stacking between Freeport <br />and TH 169 on School Street.. <br /> <br />Research was done on the available right-of-way on this stretch of School <br />Street. It was determined that the south half of School Street adjacent to the <br />Elk River Mall has a right-of-way width of 70 feet and the north half of <br />School Street adjacent to the School District property has a right-of-way <br />width of 33 feet, for a total right-of-way width of 103 feet in this area. As <br />shown by the exhibit, this eliminates any need for right-of-way acquisition <br />on the south side of the road, with the exception of the west end adjacent to <br />Lot 1, Block 3, of North Terrace Addition, where the widened School Street <br />section is tapered back to a future four lane School Street. On the north <br />side, there will be a need for additional right-of-way adjacent to the widened <br />School Street section of approximately 30 feet. <br /> <br />6. <br /> <br />Re-analyze the traffic flow to the site from both west Highway 10 and <br />the northwest area of the County, specifically looking at the amount of <br />traffic that would utilize either School Street or Highland A venue to <br />access the site from the west. <br /> <br />The method of trip distribution used in this most recent analysis accounts for <br />locally generated as well as diverted link trips from Highway 10 and the <br />northwest. It takes advantage of travel patterns to and from existing retail <br />developments nearby. As shown on Exhibit 1, 847 p. m. peak hour trips are <br />anticipated on School Street west of Jackson Avenue and 218 trips are <br />anticipated on Highland A venue after development. Both of these facilities <br />are capable of carrying the incurred traffic. Beyond School Street and <br />Highland A venue, the increased traffic due to the development is <br />insignificant relative to the facilities' ability to carry it; therefore, it is not <br />shown on Exhibit 1. <br /> <br />-5- <br /> <br />230-152.10 <br />
