<br />1 <br /> <br />~ <br /> <br />I <br />J <br />I <br />. <br /> <br />.J <br />J <br />~ <br />, <br /> <br />152-090 I .dec <br /> <br />School Street at Freeport A venue <br /> <br />This is currently a T-intersection with all-way stop sign control. The <br />intersection operates at approximately LOS C in the p.m. peak hour. A <br />traffic signal will be required, along with widening of the approaches, to <br />accommodate Elk Park Center traffic. There will be a heavy westbound <br />right turn demand which will necessitate a free right turn. If all <br />recommended geometric improvements are made and the intersection is <br />signalized, it will operate at LOS C (see Exhibit 6). <br /> <br />School Street at TH 169 <br /> <br />This intersection currently operates at LOS C. With the increased traffic <br />generated by the development, particularly northbound left turns, it is <br />unrealistic to expect LOS C to be maintained. If a second left turn lane is <br />added to the northbound TH 169 and eastbound School Street approaches, the <br />intersection will operate at LOS D (see Exhibit 6). <br /> <br />Elk Hills Drive at Dodge A venue <br /> <br />This intersection has stop sign control on Dodge Avenue. The northbound <br />left turn currently operates at LOS C. The same left turn operates at LOS <br />E after development. If the intersection is reconfigured into aT-intersection <br />with movement between Dodge A venue and the TH 169 intersection <br />becoming a thru movement, and with Elk Hills Drive and Baldwin A venue <br />intersecting from the east, operation will be at the threshold of LOS C. <br />Exhibit 3 shows a possible realignment of this intersection. <br /> <br />Jackson A venue at Highland A venue <br /> <br />This intersection has stop sign control on Highland A venue and operates at <br />LOS A. No realistic improvements can be done to maintain this level of <br />service with the increased traffic resulting from the development. With no <br />improvements, the eastbound left turn will operate at LOS C. The level of <br />service is based on added minimal delays for eastbound left turns due to less <br />gaps in the Jackson A venue traffic. This is an acceptable level of service for <br />the p.m. peak hour and will likely be LOS A/B at other times. <br /> <br />Jackson A venue at Freeport A venue <br /> <br />This intersection does not currently exist. If Jackson Avenue has two thru- <br />lanes in each direction at this point, the westbound left turn operates at LOS <br />E. I f northbound Jackson A venue is given an exclusive right turn lane at this <br />intersection, operation is at LOS D during the p.m. peak hour.
