AI ~( ( II 1fl}{ River EXHIBIT F TO: ECONOMIC DEVELOPMENT AUTHORITY ~ FROM: CLIFF SKOGSTAD, BUILDING OFFICIAL DATE: NOVEMBER 23, 1993 SUBJECT: MAIN STREET AND JACKSON (HOLE IN THE GROUND) With the possibility of a structure being placed on this site, I do have some concerns that will need to be addressed prior to issuance of a building permit.. The concerns are as follows: Existing Foundation 1. After inspecting the existing foundation, I found that this foundation has lost its structural integrity and should have a new foundation to meet the 1988 Uniform Building Code requirements. The reasons for my recommendation are: e a. In the early 1900's when this structure was built, the original foundation was probably not designed by a structural engineer. The current foundation may not meet todays loads as per the Uniform Building Code. b. This foundation was primarily made of field stone and masonry units; it would be difficult to determine load bearing capabi~ities. c. After continual exposure to the elements of nature, it has become apparent that deterioration of the walls have taken its toll on this structure. d. When a fire burned this structure down, it placed a considerable amount of heat on the foundation walls. Damage to the foundation occurred and structural integrity may have been lost. If these walls are to be used, a structural engineer would have to verify all structural integrity prior to the issuance of a building permit. 2. Verification of frost depth footings will be required from the south end of the structure. 3. All underground plumbing will have to be excavated and have new waste and vent installed for the following reasons: e a. Because of the heat of the fire and the exposure to weather, the building sewer lines may not hold an air test due to cracking, deterioration, etc. P.O.
