<br />e <br /> <br />e <br /> <br />e <br /> <br />the TIF District No. 1 and District No. 3 account, or, to a <br />"development account". <br /> <br />The EDA conducted a public hearing on this matter on November <br />15, 1993. The motion to approve the TIF Plan passed by a four <br />to two vote with one absence. As mentioned, EDA Commissioners <br />desired to recover the land costs which subsequently extended <br />the life of the TIF District. <br /> <br />As with other TIF Plans, numerous other agencies, boards, and <br />commissions were required to review the proposal. For example, <br />the Elk River Area School Board acknowledged receipt of the TIF <br />Plan at its meeting on October 26th. On November 2, the <br />Sherburne County Commissioners offered positive comments <br />(attached) during its review. Lastly, the Elk River Planning <br />Commission reviewed the Plan on October 28th and found it to be <br />consistent with the Comprehensive Land Use Plan (see attached <br />comments from City Planner). <br /> <br />ISSUES <br /> <br />1. <br /> <br />The developer, through its designated agent, respectfully <br />requests that the City Council not take action on the TIF <br />Plan following the December 13th public hearing. Rather, <br />it is requested that the City Council consider action on <br />the Plan at its December 20th meeting. This is done in <br />recognition of the other public hearing scheduled for <br />December 13th. <br /> <br />2. Staff is not in receipt of a completed TIF application. <br />In the spirit of cooperation, staff has agreed to conduct <br />the public hearing - recognizing that no decision will be <br />made on December 13th. The developer's agent has agreed <br />to submit the necessary exhibits as required by the TIF <br />application in order for staff to complete its review. It <br />is likely that this review can be done prior to the <br />December 20th meeting and action on the TIF Plan can occur. <br /> <br />ACTION REQUESTED <br /> <br />After conducting the public hearing on the TIF Plan for TIF <br />District No. 12, the City Council is asked to delay any action <br />on this matter until such time as a completed application is on <br />file. <br />
