Terry Maurer, City Engineer, responded that this <br />street was planned for widening in the future, possibly as far east as <br />Anoka county and therefore, is more than a residential road. <br /> <br />Chairman Minton asked staff to address the questions relating to land <br />acquisition. Steve Ach, City Planner, replied that all land has been <br />acquired or consent letters have been received. <br /> <br />Tom Penna, 17310 Camelion, Ramsey, asked the Commission who <br />for the Comprehensive Drainage Plan. Mr. Penna also questioned <br />regarding the traffic levels of service for other area roads. <br /> <br />pays <br />staff <br /> <br />Greg Johnson, 11880 Highland Road, Elk River, stated that a report from <br />the Citizens League of Taxes shows Elk River as being the 5th highest <br />in taxes. Mr. Johnson iterated concerns regarding the LOS, taxes, and <br />drainage on school property as well as the property to the west of the <br />project. He is opposed to the project at this site, not to development <br />in Elk River. Mr. Johnson asked Chairman Minton if his quotes in the <br />Star news were correct. Ken <br />Anderson, Engineer, explained that the figures used for calculations in <br />these draft letters did not change, merely the outcome of the <br />calculations. <br /> <br />John Bogart, John Oliver & Associates, explained that the <br />Comprehensive Drainage Plan will be paid for by all residents of Elk <br />River. This comprehensive plan was not undertaken just for this <br />project as it will encompass the entire City not only this area of the <br />City. Further, Mr. Bogart responded to the comments made regarding <br />the drainage problem west of the proposed site and on school property. <br /> <br />John Werjes, Benshoof & Associates, <br />the traffic calculations by Mn DOT <br />the calculations are conservative, <br /> <br />responded to comments regarding <br />and MSA.
