As you recall, this is the project intended to <br />remedy the flooding experienced by the Poppen property. The apparent low bidder was in <br />the range of $122,000 vs. our estimated cost of approximately $150,000. However, at this <br />time, the entire bid tabulation has not been completed. That will be completed and ready for <br />presentation at Monday night's City Council meeting. <br /> <br />Throughout this project we have been working closely with Mr. Poppen and Mr. Hartman, <br />who is the landowner in the Royal Oaks Addition from whom we need an easement to <br />construct these improvements. Mr. Hartman has requested that several items be included in <br />the project prior to giving the necessary easement. These would include extending the pipe <br />through his property, replanting of any trees removed, resodding of his yard and repair of <br />his driveway in accordance with his directions. Mr. Hartman has also requested that the <br />project construction not take place until the spring of 1994, such that his yard and driveway <br />not be disrupted through the winter months. <br /> <br />We are currently working with Mr. Hartman and the Contractor to determine the cost of the <br />requested additional improvements for Mr. Hartman and to determine of some kind of <br />satisfactory agreement can be reached which would allow the project to start this fall and <br />complete the work on the Hartman property as quickly as possible. <br /> <br />We are hopeful to have some type of resolution to these issues prior to Monday night's <br />meeting. We will be prepared at that time to discuss the various options available and <br />perhaps make a recommendation to the City Council as to the direction to take on this <br />project. <br />
