As part of the preparation of these plans and <br />specifications, we have been in discussions with Rick Foster, the developer of this property. He <br />has requested that the City include in the plans and specifications sanitary sewer that will be needed <br />eventually by his development along the same route. The reason for this is the sanitary sewer is <br />the deeper of the two utilities and if it is put in after the watermain has already been constructed, <br />the cost of constructing the sanitary sewer will escalate. City staff has indicated to Mr. Foster that <br />we would support including the sanitary sewer in this improvement project as long as appropriate <br />security is placed to ensure payment of that improvement. The actual cost of the sanitary sewer, <br />and therefore the size of the security needed, will be known after bids are received. <br /> <br />We are setting the plans and specifications up such that a contractor can begin work this fall and <br />actually complete the project if they so desire or, if weather is a problem, we will give ample time <br />to complete the project in the spring of 1994 prior to the water tower completion. This should <br />provide the City the best opportunity for the most competitive bids at this time of year. Attached <br />is the draft resolution which approves the plans and specifications and orders the advertisement for <br />bidding.
