October 21, 1993 File: 230-171-53 The Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: Meadowvale Heights Trunk Utility Assessments Dear Council Members: As you may be aware, the last public improvement project which needs to be assessed in 1993 is the trunk sanitary sewer and watermain extensions to serve the Meadowvale Heights project. There are basically two property owners involved in the assessment of this project: the Nord family estate and the Backes development. Through the development of Meadowvale Heights, Mr. Backes has waived his rights to a public hearing and through the negotiation with the Nord family to obtain easements to construct this project they also have waived their rights to a public hearing. Therefore, there is no need to hold a formal assessment hearing prior to adopting the role on this project. The feasibility for these improvements prepared in April 1993 estimated the total construction cost at $466,000. The low bid received from Richard Knutson, Inc. was in the amount of $463,103.70. Therefore, the proposed assessments are as originally outlined in the feasibility study. According to the feasibility study, both properties, Nord and Backes, receive some lateral benefit along with trunk benefit. The trunk sanitary sewer and watermain assessment is based on $3800 per acre. This is the resulting rate after deducting the lateral benefit associated with each of these improvements. The following table gives a brief summary of the assessments against each property.
