V <br />93-07 <br /> <br />REQUESTED ACTION <br /> <br />A 10 foot variance to the required 10 foot side yard parking <br />setback. <br /> <br />LOCATION OF REQUEST <br /> <br />317 and 323 Main Street (Lots 1, 2, and 3, Block 2, Village of <br />Elk River), Elk River, MN. <br /> <br />ZONING/LAND USE <br /> <br />C2 (Office District)/ CB (Central Business District) <br /> <br />ATTACHMENTS <br /> <br />e <br /> <br />Location Map, Zoning Map, Proposed Site Plan, List of Property <br />Owners <br /> <br />ANALYSIS <br /> <br />The Chuba Company is proposing to construct an 8,900 square <br />foot office building at the southeast corner of Freeport Street <br />and Main Avenue. The proposed building would compliment the <br />existing office building immediately to the east, also built by <br />The Chuba Company. The office building is a permitted use in <br />the C2 (Office District) district, therefore, the site plan is <br />being reviewed administratively for compliance with City zoning <br />standards. <br /> <br />The concept proposed by Mr. Chuba is a shared parking <br />arrangement between the two office buildings. The proposed <br />parking area would abut the common property line between the <br />two office buildings. Therefore, no setback would be <br />maintained and a variance is required. Employees and customers <br />from each office building will be able to use either parking <br />lot as well as drive from one parking area to the other. From <br />the street, the two office buildings will appear as one <br />development, so the interior setback in this case is not <br />necessary to maintain separation between properties. <br /> <br />e <br /> <br />The applicant could meet <br />shifting the green space <br />outside of the parking <br /> <br />the 10 foot parking setback by <br />adjacent to the building, to the <br />area.
