<br />- .../ <br /> <br />Page 2 <br />September 25, 1991 <br />City of Elk River <br /> <br />. <br /> <br />---------------------------------- <br /> <br />Finally, because of ~~e above mentioned drainage problems, I would <br />also like the City to address the question of the street spillway <br />which is now draining onto my property without a drainage easement. <br />At the time the plat of Ridgewood East was done, .there was a <br />drainage culver~ put under Highland Road on ~~e opposite side of <br />Lowell Avenue from my property. I'm sure the intent of that culvert <br />was to handle the water from the streets rather than draining it <br />onto my private property, otherwise I would suspect that there <br />should have been an easement at that time.
