ACH, CITY PLANNER~ <br />SEPTEMBER 20, 1993 <br /> <br />DATE: <br /> <br />SUBJECT: CONDITIONAL USE PERMIT BY <br />LARRY LEITSCHUH (ELK RIVER <br />THEATER)/PUBLIC HEARING, CASE NO. <br />CU 93-25 <br /> <br />ISSUE <br /> <br />A conditional use permit to amend Elk River Plaza Development <br />Agreement expanding the theater from five to ten scr~ens, <br />eliminating a portion of interior mall corridor, increase movie <br />theater signage, and modify site plan. <br /> <br />LOCATION OF REQUEST <br /> <br />578 through 642 Freeport Avenue (Lot 1, Block 1, Elk River <br />Plaza), Elk River, MN. <br /> <br />ANALYSIS <br /> <br />e <br /> <br />Elk River Theater currently occupies approximately 24,000 sq ft <br />of space in the Elk River Mall. The theater is proposing to <br />double the number of screens from five to ten. The five new <br />screens would include the space currently occupied by Pet <br />Appeal and Variety Merchandise Outlet. Pet Appeal is planning <br />to relocate its retail space directly north in a vacant 11,000 <br />sq ft bay. <br /> <br />The proposed expansion of the theater would involve eliminating <br />a small section of the interior corridor, which would be <br />replaced with retail space that would open directly to the <br />outside of the building. This interior corridor concept was an <br />intrical element for approval when the mall was originally <br />planned; however, that particular design is no longer found in <br />community shopping centers. <br /> <br />In addition, modifications to the exterior of the building <br />include a new canopy, expanded sidewalk area, and installation <br />of landscaped planters. Also, on the side of the building <br />facing Freeport Avenue an architectural element will be <br />constructed that helps identify the theater site. Please refer <br />to the attached memo to the Planning Commission which discusses <br />the issues in greater detail. <br /> <br />PLANNING COMMISSION CONCERNS <br /> <br />e <br /> <br />The Planning Commission wanted to assure safe <br />crossing from the theater to the parking area. The <br />have revised their site plan by showing proposed <br />areas as well as existing stop signs.
