The City Council will recall that in May of this year, <br />it helped prioritize the work program of Phil Hals and his <br />staff and this project was pushed back to a post-Labor Day <br />start. <br /> <br />The Elk River HRA has agreed to fund the improvements which <br />will likely range from $20,000 to $24,000. At its meeting on <br />August 12th, the HRA reviewed three illustrations for the <br />proposed improvements to Jackson Square. These illustrations, <br />along with an illustration depicting the existing conditions, <br />are also attached to this memo. After discussing this matter, <br />the HRA voted to refer the illustrations to the Downtown <br />Development Corporation for review and comment. <br /> <br />The Development Corporation met on September 1st to discuss the <br />illustrations. The following members of the Development <br />Corporation were in attendance: John Purmont, Con Johnson, <br />Mary Bender, Rob VanValkenberg, Grip Dare, Jeff Kleinbaum, John <br />Oliver, Don Heinzman, Jim Mulroy, Bud Houlton, and Bill <br />Birrenkott. Members of the Corporation, in conjunction with <br />City staff, came up with a revised layout which is labeled <br />"hybrid concept". The group desired to a) retain as much green <br />space as possible; and b) create angled stalls. <br /> <br />. <br /> <br />On September 7th, the HRA met again to review the comments of <br />the Development Corporation and to discuss this revised <br />illustration. The HRA voted to recommend this illustration to <br />the City Council for final action. The rationale here is that <br />the parking lot is owned by the City, but the HRA will fund the <br />improvements. Therefore, the City Council should have the <br />final decision on the proposed improvements to Jackson Square. <br /> <br />P.O.
