The low bid was just over $37,000. <br /> <br />bid to <br />Street <br />(Jarvis <br /> <br />e <br /> <br />Street Superintendent Phil Hals, has advised me that this bid <br />is very competitive. In fact, Phil has indicated that he has <br />trouble purchasing the material alone for this amount of <br />money. In light of this competitive bid, it seems appropriate <br />to consider a change order to also include an overlay on Jarvis <br />Street. This will eliminate a lot of time and headaches for <br />the street crew maintaining this stretch of road. <br />Additionally, it will make the industries on Jarvis Street very <br />happy to have an improved road and will help create a better <br />image of the City. As a section of Jarvis Street borders the <br />City of Ramsey, I have requested the Ramsey City Administrator <br />and Council to consider a contribution to this project. A <br />number of Ramsey residents have access directly onto Jarvis <br />Street and Jarvis also serves as the secondary entrance/exit <br />for the NorthFork subdivision. <br /> <br />While no exact figure is available, Phil has indicated that a <br />change order will be in the $36,000 range. The amount applied <br />to the section of Jarvis Street which is on the Elk <br />River/Ramsey common border is estimated at $24,000. <br /> <br />If the City of Elk River is obligated for the entire $73,000 <br />for this l65th AVenue and Jarvis Street improvement project, <br />the funding for most of the project would come from the street <br />reserve fund which has a balance of approximately $180,000. <br />Before using this fund, the City would use what balance remains <br />in the $75,000 general fund line items for seal coating and <br />overlays. Part of this $75,000 expenditure is financed with a <br />street reserve transfer into the revenues. <br /> <br />With or without support from the City of Ramsey, staff <br />recommends approval of this change order to improve an old <br />township road, to better serve local industries, and to remove <br />a maintenance problems for the street department. <br /> <br />e <br /> <br />P.O.
