TO: MAYOR & CITY COUNCIL PAT KLAERS, CITY ADM~~~OR AUGUST 20, 1993 't/}'/ FROM: DATE: SUBJECT: CIVIC CENTER UPDATE As the Council is aware, Jeff Gongoll is the Chair of the Civic Center Committee. This Committee has just recently been organized and is attempting to develop a proposal for the construction of a civic center that would be put to the voters in the near future. The process is in its very early stages and all of the components of a proposed civic center are still being evaluated. I believe the main purpose for Jeff's appearance and presentation at this meeting is to update the Council on the status of the Committee and also to see if the City Council would like to formally appoint a representative to this Committee. An appointment of a Council representative would somewhat legitimize the establishment of this Committee and indicate the City's support. . Attached for your review is the Executive Summary from the December, 1989, Community Survey that was conducted by Decision Resources, Inc. This survey is three and one-half years old, but many of the results appear to still be valid today as a reflection of community desires and goals. Comments from the community on a community center facility begin on Page 7 and offers some very interesting feedback on what the community desires and how much they are willing to pay for a facility. Additionally, this Executive Summary should be reviewed by the Council prior to our City budget meetings as it may help the Council in determining some staffing and work project priorities. The survey focused on park and recreation needs in the community, but also asked a variety of questions on City services. Some comments that are especially relevant to the City budget relate to the public's perception of City services and City staffing levels. These comments are seen on Page 6 and 7. . Besides the community center reference, a couple of other points in the survey that should be brought to the Council's attention include the fact that the community felt that the park and recreation facilities are below average in Elk River (Page 2), but that the use of the facilities in Elk River was very high. Also, the community felt that the park and recreation programs very much meet the needs of our citizens (Page 4).
