This Committee has just recently been <br />organized and is attempting to develop a proposal for the <br />construction of a civic center that would be put to the voters <br />in the near future. The process is in its very early stages <br />and all of the components of a proposed civic center are still <br />being evaluated. <br /> <br />I believe the main purpose for Jeff's appearance and <br />presentation at this meeting is to update the Council on the <br />status of the Committee and also to see if the City Council <br />would like to formally appoint a representative to this <br />Committee. An appointment of a Council representative would <br />somewhat legitimize the establishment of this Committee and <br />indicate the City's support. <br /> <br />. <br /> <br />Attached for your review is the Executive Summary from the <br />December, 1989, Community Survey that was conducted by Decision <br />Resources, Inc. This survey is three and one-half years old, <br />but many of the results appear to still be valid today as a <br />reflection of community desires and goals. Comments from the <br />community on a community center facility begin on Page 7 and <br />offers some very interesting feedback on what the community <br />desires and how much they are willing to pay for a facility. <br /> <br />Additionally, this Executive Summary should be reviewed by the <br />Council prior to our City budget meetings as it may help the <br />Council in determining some staffing and work project <br />priorities. The survey focused on park and recreation needs in <br />the community, but also asked a variety of questions on City <br />services. Some comments that are especially relevant to the <br />City budget relate to the public's perception of City services <br />and City staffing levels. These comments are seen on Page 6 <br />and 7. <br /> <br />. <br /> <br />Besides the community center reference, a couple of other <br />points in the survey that should be brought to the Council's <br />attention include the fact that the community felt that the <br />park and recreation facilities are below average in Elk River <br />(Page 2), but that the use of the facilities in Elk River was <br />very high. Also, the community felt that the park and <br />recreation programs very much meet the needs of our citizens <br />(Page 4). Throughout the narrative, there are a number of <br />comments about how much the citizens would spend annually to <br />support a park and recreation or community center bond <br /> <br />P.O.
