CU 93-21 <br /> <br />PROPOSED LOCATION <br /> <br />Lot 5, Block 1, Elk River Plaza Second Addition (Big Wheel <br />Rossi Building). <br /> <br />OVERVIEW <br /> <br />e <br /> <br />Jim LaRose is requesting a conditional use permit to amend the <br />Elk River Plaza Planned Unit Development Agreement to allow a <br />pizza and pasta restaurant facility. Mr. LaRose is proposing <br />to occupy approximately 3,400 sq ft (previously occupied by the <br />Billiard Center) of space in the Big Wheel Rossi building. <br />Over the years, several amendments have been made to the Elk <br />River Plaza PUD Agreement. The majority of these amendments <br />have been the result of the changing complexion of the shopping <br />center from a "specific use development" towards allowing <br />broader range of uses. <br /> <br />The proposed amendment to allow a restaurant facility on Lot 5, <br />Block 1, Elk River Plaza Second Addition would be compatible <br />with surrounding commercial uses. The properties use as a <br />restaurant provides diversity and contributes to stability of <br />the mall and plaza. Attached is staff's report to the Planning <br />Commission along with back-up information. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission unanimously recommended approval of the <br />conditional use permit for Mr. LaRose by amending condition #3 <br />in the staff report to emphasize the placement of trees along <br />the nursing home side and adding condition #4, specifying the <br />hours of operation. The conditions read as follows: <br /> <br />1. IF A PARKING PROBLEM BEGINS TO OCCUR, ADDITIONAL <br />PARKING STALLS SHALL BE INSTALLED TO ALLEVIATE THE <br />PROBLEM. A REVISED SITE PLAN MUST BE SUBMITTED FOR <br />CITY REVIEW PRIOR TO COMMENCING WORK. <br /> <br />2. <br /> <br />IF BEER AND WINE IS TO BE SERVED WITHIN THE <br />ESTABLISHMENT, A LIQUOR LICENSE NEEDS TO BE OBTAINED <br />FROM THE CITY COUNCIL. <br /> <br />e <br /> <br />P.O.
