Box 490 <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: TRUNK SANITARY SEWER AND WATER IMPROVEMENlS FOR THE <br />AREA WEST OF COUNTY ROAD 1 <br /> <br />Dear Council Members: <br /> <br />As directed in April, we have prepared plans and specifications for the extension of trunk sanitary sewer <br />and water from the abandon railroad bed east of Meadowvale School, westerly across the Nord property <br />to the proposed Meadowvale Heights Addition. These plans and specifications also include a water main <br />loop down Meadowvale Road which ties into a water main system in the Westwood area. During the <br />preparation of these plans and specifications, we have worked very closely with the Nord family <br />e negotiating the acquisition of easements to construct the utilities within. <br /> <br />We have recently reached an understanding with the Nord family, through Jim Nord, relative to an <br />agreement acquiring easement rights in exchange for a short term deferral of the assessments. This was <br />negotiated under the direction given by the City Councp' at the time plans and specifications were <br />authorized. Therefore, at this time, we recommend that the City Council consider the attached <br />resolution which authorizes advertisement for bids for these improvements. We anticipate a bid date of <br />September 8, which would allow construction to begin in the later part of September and be substantially <br />complete by the first of November. This will provide service to the Meadowvale Heights Development <br />which is anticipated to be substantially complete sometime in early October.
