PERMIT (SIGNAGE <br />THE . ASSEMBLY OF GOD <br />HEARING, CASE NO. <br /> <br />The Assembly of God Church was originally granted approval of a <br />conditional use permit in 1984. At the June 21, 1993, City <br />Council meeting the Council acted on changes to that original <br />conditional use permit. The church was proposing to convert a <br />garage into a house and to add signage to the church. <br /> <br />The City Council approved the changes to the Assembly of God <br />Church's conditional use permit with the following stipulations: <br /> <br />1. THE GARAGE PROPOSED TO BE CONVERTED INTO A HOUSE MEET ALL <br />APPLICABLE CODES INCLUDING A BUILDING PERMIT, PERC TEST, <br />ETC. FURTHER, THAT THIS HOUSE NOT BE DIVIDED INTO <br />INDIVIDUAL UNITS, BUT IS ONE SINGLE FAMILY HOME. <br /> <br />e <br /> <br />2. <br /> <br />THE REMAINDER OF THE OUTSTANDING STIPULATIONS FOR THE <br />CHURCH ARE COMPLETED IN THE SUMMER OF 1993. <br /> <br />3. THE TOTAL SIGNAGE ALLOWED BE A MAXIMUM OF 96 SQUARE FEET <br />LIMITED TO THE EAST ELEVATION OF THE BUILDING BELOW THE <br />PARPET LINE. <br /> <br />One outstanding issue was tabled until it could be heard by a <br />full Council. That issue was whether or not the church's wall <br />signage could be lit. The church is proposing a neon cross and <br />wall sign. Backing was required for the cross to ensure that <br />light does not shine towards adjacent houses. However, the <br />Council was split on whether or not the wall signage should be <br />neon. The wall signage would be below the parapet line of the <br />roof so it would not cast direct light towards residential <br />dwellings. <br /> <br />. <br /> <br />If it is the Council's interpretation that lighting of this <br />wall signage is contrary to the seven standards for approval of <br />a conditional use permit, a stipulation can be noted that the <br />wall signage can not be lit. If it is the Council's <br />interpretation that lighting of this wall signage fits within <br />the neighborhood and consequently, the seven standards, then <br />approval should be given. The lighting of this wall signage is <br />the only remaining issue with this request. <br /> <br />P.O.
