Box 490 <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: TRUNK WATERMAIN IMPROVEMENT <br />NEW WATER IDWER SITE <br /> <br />Dear Mr. Klaers: <br /> <br />e <br /> <br />As you are aware, the Elk River Municipal Utilities have awarded the contract for the new <br />500,000 gallon water tower to be built in the area northeast of Hillside Estates Phase I. The <br />Utilities have also authorized the preparation of plans and specifications for a deep well and <br />water treatment facility at this same location. We anticipate that water tower construction will <br />begin within the next 30 to 60 days, with the tower being fully erected sometime late this year, <br />but not painted until June of 1994. We also expect that the well construction will begin sometime <br />late this year and be completed in 1993, such that by spring of 1994 the contract for the water <br />treatment facility could be awarded and the construction of that take place during 1994. <br /> <br />As you know, the City's role in this improvement project is to provide watermain to the tower <br />and well location. This watermain would be a trunk facility extended from Hillside Estates Phase <br />I along an alignment for the future phases of Hillside Estates to the water tower site. Mr. Rick <br />Foster, the developer of this property, has provided the City with an easement for this <br />improvement. ""e would recommend that the City Council consider the attached resolution <br />authorizing preparation of plans and specifications for these watermain improvements at this time. <br />This will allow the preparation of plans and specifications, bidding, and actual construction to <br />begin in 1993, and be completed in early 1994, such that water is available at the time that the <br />tower needs to be filled for testing purposes. <br /> <br />It is anticipated that the cost of these watermain improvements will be assessed to the benefitting <br />area as a trunk improvement. They will also provide lateral benefit to the future phases of <br />Hillside Estates abutting them. However, it may not be possible to assess the watermain against <br />these properties until such time that trunk sewer is also made available, so that the property can <br />be developed. <br /> <br />e <br /> <br />1959 SLOAN PLACE, SUITE 200, ST.
