<br />rl! -\.( <br />( if <br />fill River <br /> <br />ITEM 2 <br /> <br /> <br />TO: <br /> <br />MAYOR AND CITY COUNCIL <br /> <br />FROM: <br /> <br />PATRICK KLAERS, <br /> <br /> <br />DATE: JULY 8, 1993 <br /> <br />SUBJECT: LEGISLATIVE UPDATE <br /> <br />State Representative, Stephanie Klinzing, will be present at <br />this meeting to update the City Council on the 1993 Legislative <br />Session. Stephanie was a freshmen member of the Legislature in <br />1993 and is sure to have some interesting comments about the <br />legislative atmosphere in addition to some comments on the <br />actual laws that were adopted and signed into law. <br /> <br />In the last informational memo, the City Council received the <br />League of Minnesota Cities Legislative Bulletin which offered a <br />summary of the 1993 laws that were approved by the Legislature <br />and signed by the Govenor. The Councilmembers are encouraged <br />to review this document and come prepared to discuss with <br />Stephanie any new law (or existing law) which affects <br />municipalities and specifically, Elk River. <br /> <br />e <br /> <br />Overall, the Legislative session was not as hard on <br />municipalities in 1993 as what has happened in previous years <br />or as what was discussed at the beginning of 1993. The <br />Governor's public employees wage freeze did not happen, nor did <br />his proposed reduction in Local Government Aids. On the other <br />hand, nothing overly positive happened for municipalities at <br />the Legislature. The Local Government Aid increases were not <br />as large as originally forecasted based on the Trust Fund <br />established in 1992 when the sales tax was authorized, and as <br />has been the State Auditor's practice for the last few years, a <br />bill which he authored and which definitely micro-manages <br />municipalities, was approved. The Legislative Update that the <br />Mayor, Finance Director Lori Johnson, and I attended on June 8, <br />1993, was relatively upbeat about how municipalities were <br />treated in 1993 by the State Legislature. <br /> <br />e <br /> <br />P.O.
