Box 490
13065 Orono Parkway
Elk River, MN 55330

RE: CHERRYHILL BLUFFS SECOND ADDITION CONSTRUCTION BIDS

Dear Council Members:

We have tabulated the bids received on Wednesday, June 30, 1993, for the Cherryhill Bluffs
Second Addition Improvements. There were a total of nine bids received. The following table
lists each bidder and his total bid:

LaTour Construction, Inc.
Bonine Excavating, Inc.
S. 1. Louis Construction, Inc.
Randy Kramer Excavating, Inc.
Redstone Construction, Inc.
Annandale Contractors
Northdale Construction Company
Richard Knutson, Inc. .
Dave Perkins Contracting

$258,595.40
266,827.80
268,431.00
269,568.52
273,880.83
278,647.95
283,064.40
300,972.15
312,253.00

The May 1993 feasibility study for this project estimated the total construction cost at $352,800.
The project has since been divided into Phase I and Phase II with only the Phase I improvements
included in these plans and specifications. In analyzing the total low bid versus the estimated
cost for Phase I improvements, it appears that the low bid is approximately 22 % under the
feasibility estimate. LaTour Construction has successfully completed similar type projects in the
past. They are also currently working on the Heritage Landing Improvement project. We would
recommend award to LaTour Construction as the lowest responsible bidder once all the plat
issues are resolved.

1959 SLOAN PLACE. SUITE 200, ST. PAUL.
