Box 490
13065 Orono Parkway
Elk River, MN 55330

RE: MISSISSIPPI OAKS PHASE I CONSTRUCTION BIDS

Dear Council Members:

We have tabulated the bids received on Wednesday, June 30, 1993, for the Mississippi Oaks
Phase I improvements. There were a total of eight bids received. The following table lists each
bidder and his total bid:

e

LaTour Construction, Inc.
Bonine Excavating, Inc.
Randy Kramer Excavating
Annandale Contractors
Richard Knutson, Inc.
Redstone Construction, Inc.
Northdale Construction, Inc.
Dave Perkins Contracting

$250,550.05
251,981.05
269,764.17
271,023.89
277,643.75
280,380.23
283,929.95
306,375.50

The May 1993 feasibility study for this project estimated the total construction costs at
$217,200.00. The low bid, after adjustments for site grading and testing, has a total cost of
$220,907.55. The low bid is approximately 1.5% over the feasibility study estimate. As the
Council is aware, the improvements contained in this bid are only a portion of the total
improvements on this project. The remaining portion of the improvements was bid with the
Heritage Landing project which is currently under construction.

LaTour Construction, Inc., has successfully completed similar type projects in the past. They
are also currently working on the Heritage Landing Improvement project. We would recommend
award to LaTour Construction as the lowest responsible bidder, once all the plat issues are
resolved. Attached is a draft resolution accepting the bid and authorizing execution of a contract
with LaTour Construction for the improvements.

e

1959 SLOAN PLACE, SUITE 200, ST.
