It now appears that June 1 will be the
next opportunity to follow up on the last formal eIP meeting
that was held on 3/30/93. On June 1, we would like to start
where we left off on 3/30 and discuss available revenues for
desired Capital Improvement Projects. Attached for your review
are some staff memos that you have previously seen, but which
are still relevant for the 6/1/93 elP Work Session.

While we have not had a formal elP Work Session for two months,
this does not mean that we have not been working on City
Council requested capital improvements. In this regard, please
see the attached 5/26/93 memo from the City Engineer on the
status of current projects. Additionally, as the Council is
aware, progress has been made on the School Street/Jackson
Avenue intersection improvement project; an informational
meeting has been scheduled for the East Highway 10 project
which is related to the WWTS Expansion project; and a very good
discussion has taken place on the transportation plan and the
City storm drainage plan.

Additionally, work has taken place on many of the projects
outlined in my attached 4/9 memo and on many of the projects
listed in the 3/30 minutes. Regarding some of these projects,
the Council has indicated that Jackson Square parking lot will
be worked on in the fall; has approved a landscaping plan and an
irrigation system for the city Hall site; work continues on the
purchase of the Fairground parking lot (however, this may be
slow and may not happen until a development proposal
surrounding the Fairground is submitted); the Library expansion
project is being reviewed on 6/1 and work has been taking place
at the Library Board level; a new water tower, well and
treatment building in the northeast is moving forward; and work
is taking place on the improvement of 221st Street. The
attached minutes reviews some ClP projects that are moving
forward.

While we have not completed our discussion on all of the
available finances for capital improvements, we are, as a City,
implementing an informal elP for 1993 that is receiving ongoing
review by the City Council. Additionally, with the budget
process quickly approaching for the General Fund City Budget,
it is unlikely that any formalized ClP document will be able to
be completed this year. After the 6/1 elP Work Session (which
should complete our review of available funds) and maybe one

P.o.
