<br />I -"'( <br />( ;; <br />!i~ River <br /> <br /> <br />ITEM 7.11. <br /> <br /> <br />TO: <br /> <br />MAYOR & CITY COUNCIL <br /> <br />~5. <br /> <br />GARY SCHMITZ, RECYCLING COORDINATOR <br /> <br />FROM: <br /> <br />DATE: MAY 12, 1993 <br /> <br />SUBJECT: SOLID WASTE ISSUES <br /> <br />e <br /> <br />Clean Up Day Staff is currently in the process of <br />organizing another spring clean up day on Saturday, May 22, <br />1993, from 8 a.m. to 2 p.m. Anticipated items collected <br />include appliances, tires, scrap metal, and car batteries. <br />Items not taken include television sets, hazardous waste, <br />construction material, etc. The clean up day has become very <br />popular and will be similar to the last two clean up days. The <br />City of Elk River has received a clean up day grant of <br />$1,818.18 from Sherburne County and also has a high potential <br />of an additional $2,000 SCORE grant for the recycling of <br />appliances. More will be known on the distribution of SCORE <br />grants in the upcoming weeks. I have attached the cost break <br />down summary of the 1991 and 1992 clean up days. I anticipate <br />that this years clean up day will be similar as far as cost. <br />Each year the City gets several good comments from area <br />residents because they can directly see their tax dollars <br />benefitting City residents. <br /> <br />SCORE Grant - The Sherburne County Waste Advisory Board, of <br />which I am a member, is currently reviewing the SCORE Grant <br />proposals. It is anticipated that next week, a recommendation <br />will be coming from the Board to the Sherburne County <br />Commissioners. The County Commissioners will make the final <br />determination on all SCORE Grant requests. I will keep the <br />Council updated on the status of the City's SCORE Grant <br />proposals. <br /> <br />e <br /> <br />Tri-County Solid Waste Manaqement Commission Attached to <br />this memo is a letter from Jerry Johnson of the Tri-County <br />Solid Waste Management Commission notifying the City of Elk <br />River about a request from a St. Cloud hauler to bypass the <br />refuse transfer station in St. Cloud (RECOMP) and bring waste <br />directly to the RDF plant in Elk River. Currently, waste from <br />western Sherburne and parts of Stearns and Benton counties is <br />taken to the transfer station in St. Cloud. Approximately ten <br />transfer trucks per day then take most of the waste to the RDF <br />plant in Elk River. Recently, tipping fees at the transfer <br />station in St. Cloud have increased substantially, making it <br />cheaper for haulers to bring their waste directly to the RDF <br />plant. If the Tri-County Solid Waste Management Commission <br />approves this request and private haulers are allowed to bypass <br />the transfer station, it could mean the addition of 50 to 60 <br />smaller typical garbage trucks coming from St. Cloud per day. <br /> <br />P.O.
