Since that time traffic volumes have increased on <br />Jackson Avenue and the major roads that intersect it, in particular School Street. A large area <br />bounded by Jackson Avenue on the west and School Street on the south is zoned for commercial <br />and planned unit development. Pressures for growth in the City of Elk River and the desirable <br />location of this area, along with a development proposal currently being reviewed by the City, <br />suggest that significant development will occur there. It is anticipated that this development will <br />result in substantial increases in traffic on Jackson Avenue and School Street, among other <br />roads. These factors contribute to the conclusion that improvements to the Jackson <br />Avenue/School Street intersection will be necessary to handle the greater demand. <br /> <br />The intersection in question is currently four-way stop sign controlled. A traffic signal is <br />recommended at this location. The enclosed signal justification report (SIR) bears out this <br />recommendation. In conjunction with signalization, roadway improvements are proposed on all <br />four legs of the intersection to provide adequate channelization and capacity, and to match <br />anticipated future roadway improvements beyond the intersection. Proposed roadway <br />improvements are shown on the enclosed sketch layout. <br /> <br />Because of the recent tumback of Jackson Avenue to local jurisdiction and the need for the <br />above mentioned improvements to the Jackson Avenue/School Street intersection, we are hereby <br />requesting allocation of tumback funding. A preliminary estimate of total project cost is <br />$390,000, split 50-50 between Jackson Avenue and School Street. This total cost can be broken <br />into three components; traffic signal, roadway improvements, and land acquisition.
