May 12, 1993 File: 230-159-10 Honorable Mayor and City Council City of Elk River P.O.Box 490 13065 Orono Parkway Elk River, MN 55330 RE: FRESNO STREET PUBLIC HEARING Dear Council Members: As you are aware, a public hearing is scheduled for Monday, May 17, 1993, for the properties abutting Fresno Street in the Orono Lake 3rd Addition. This public hearing deals with the proposed assessment of street and storm drainage improvements to these properties. The actual improvements proposed to be constructed also include sanitary sewer and watermain, including service stubs to each of the properties along Fresno. In keeping with previously established City policy, there are no proposed assessments for the sanitary sewer or watermain at this time. However, should a property owner decide to hook up to the utilities once they become available, an assessment would be levied against the property at that time. Again, in keeping with previously established policy, there are proposed assessments against the properties on a front footage basis for storm drainage and permanent streets. The proposed assessment rates are $8.00 per front foot for storm sewer and $22.00 per front foot for permanent streets. We will be prepared to make a presentation and answer questions at the public hearing. At the conclusion of the public hearing, the attached draft resolution ordering the improvement should be considered by the City Council. If you have any questions regarding this issue, please call.
