A.I -\.(
( )j
ffil River

ITEM 5.3.

TO:

FROM:

MAYOR & CITY COUNCIL
PAT KLAERS, CITY ~STRATOR
MAY 13, 1993 W
PARK & RECREATION RECOMMENDATIONS

DATE:

SUBJECT:

Attached for your review are the draft 5/5/93 Park & Recreation
Commission minutes. Included in these minutes are some
recommendations which should be reviewed by the City Council.

1. The Commission desires to change its monthly meeting date
to the second Wednesday of each month. This will provide
time for the Commission to review development proposals
prior to Planning Commission review of a concept or
preliminary plat. This change in meeting date would
require an ordinance change.

2.

The Commission requested Council approval to have staff
spend some time with the Commission on working towards a
more detailed park and trail plan for the areas in the
City that are anticipated to be developed in the near
future. The proposal would be for a Focus Area Study for
parks and trails that would serve as a guide for future
development proposals.

e

3. The Commission restated its oplnlon that parks and trails
should be provided in the Moldenhauer and Barnier
properties that are being platted. The preliminary plats
for these two areas have already been approved and,
therefore, the official controls of the City have already
been established. Additional park requirements cannot be
placed upon developers unless they agree to provisions
that are requested by the City.

4. The Commission was very upset about the cutting of trees
on MnDOT property along the shopping center area west of
Highway 169. They requested Council approval to offer a
reward that would lead to arrest and conviction of the
responsible parties for cutting these trees. The
Commission strongly felt that trees are necessary in
providing the image that the City wishes to project to our
citizens and drive through commuters.

5. The Commission requested park fees from the North Meadows
preliminary plat.

e

P.O.
