<br /> <br />MEMORANDUM <br /> <br />TO: Chris Leeseberg, Park Planner/Planner <br /> <br />Terry Maurer, City Engineer 19JYl <br />DATE: June 13, 2006 <br /> <br />FROM: <br /> <br />SUBJECT: Caverwood Hills Final Plat <br />File: 226-112P <br /> <br />As requested, we have reviewed the proposed final plat of Carverwood Hills Addition as <br />prepared by Bogart, Pederson & Associates. As you are aware, Carverwood Hills is east of <br />County Road 121 and north of CSAH 33. It is proposed to be developed based on a 4 lot <br />per 40 acre concept with provisions for future lots when zoning changes to 2-lh acres. <br />Therefore, it is proposed to be divided into five buildable lots with a cul-de-sac road off of <br />County Road 121 (Brook Road). The remaining portions of the property will be platted as <br />three separate outlots. Outlot A and C can be future buildable lots when the zoning <br />changes. Outlot B is for future road right-of-way. <br /> <br />Sherburne County has reviewed the proposed access onto County Road 121 and has agreed <br />to allow a temporary access, requiring that as future development in the area occurs and the <br />appropriate spacing for access points onto County Road 121 are constructed, this access of <br />213th Court be cul-de-saced at County Road 121. The plat shows the necessary right-of-way <br />for a future cul-de-sac. Sherburne County's letter requires that the City of Elk River develop <br />and administer a binding agreement with the developer to ensure the future closing of 213th <br />Court. It is likely that by the time the road needs to be closed, the development will be fully <br />built out and the developer will no longer be available to make the closure. Therefore, the <br />City should require a deposit of $15,000 to cover the expense of the future closing of 213th <br />Court. <br /> <br />Carverwood Hills final plat should also be required to pay a sealcoat impact fee of $4,000. <br /> <br />The construction plans are currently being reviewed. Therefore, the final plat mylars should <br />be reviewed prior to recording to ensure that all necessary drainage and utility easements are <br />granted on the plat document. <br />
