"ROOFING STANDARDS" BY <br />JOHN WEICHT/PUBLIC HEARING <br /> <br />John Weicht is requesting the City of Elk River consider an <br />ordinance amendment that would allow non-colored metal roofs <br />where the pitch of those roofs is 1 to 12, or flatter. Mr. <br />Weicht feels flat roofs do not need to be colored metal because <br />they can not be seen from the ground. He contends that <br />requiring colored metal is a needless increase to the cost of <br />construction. Staff did contact 2 suppliers of metal roofing <br />materials. One company indicated colored metal roofing versus <br />non-colored metal roofing would increase the cost by .27 per <br />square foot. The other company indicated the increased cost <br />would be .25 per square foot. <br /> <br />. <br /> <br />The City eliminated non-colored metal roofs to avoid glare to <br />adjacent properties. The incident that stirred the City to <br />this action involved a multifamily garage with a galvanized <br />metal roof, which reflected light to the adjacent multi-story <br />Guardian Angels building. <br /> <br />When reviewing this ordinance, the Council should consider the <br />likelihood of multi-story buildings being built adjacent to <br />flat, non-colored metal roofs. Certainly, anywhere a C-3, 1-1, <br />or 1-2 zone abuts a multifamily zone, the likelihood is high <br />that a multi-story building could be built adjacent. It is <br />also possible that in the future, Elk River will see <br />multi-story buildings within the C-3, 1-1, and 1-2 zones. <br /> <br />Mr. Weicht indicated there is a non-colored, galvanized roofing <br />material called galvalume, which has a dull satin finish. <br />Manufacturers of this product indicated it will still reflect <br />some light, however, not at the intensity of normal galvanized <br />roofing material. The City should not needlessly add to the <br />cost of construction, however, consideration must be given to <br />future long term development in Elk River. <br /> <br />. <br /> <br />The Planning Commission did recommend approval of this request, <br />but felt Mr. Weicht should bring in a sample of "galvalume" to <br />the Council meeting to verify that it is non-reflective.
