The City should adopt design standards for reducing contaminant loads from surl'ace <br />runoff such as the -best management practices- BMPs outlined in the MPCA publication <br />Protectinl Water OuaIi~ in Urban Areas. The model ordinance included in the <br />Appendix suggests this publication be adopted by local government as a design standard <br />for stonn water ponds. Other acceptable criteria are available from the National Urban <br />Runoff Program (NURP) and in the Ram~y County Erosion and Sediment Control <br />Handbook. <br /> <br />CONCLUSION <br /> <br />The City should adopt policies for both water quality and quantity for storm water <br />management. This could be done through an addition to existing City Design Standards, a city <br />ordinance or a combination of both. . <br /> <br />The next phase in preparing the Stonn Water Master Plan is an overall stann sewer design <br />for urbanized areas of the city. <br /> <br />.
