Box 490 <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />ftEe~- \ V t U APR t 21991 <br /> <br />RE: SCHOOL STREET/JACKSON AVENUE INTERSECTION <br /> <br />Dear Mr. Klaers: <br /> <br />As requested by the City Council at the last CIP meeting, we have reviewed the work which <br />would be necessary to pursue an intersection/signalization improvement at Jackson Avenue and <br />School Street. I assume, based on current and projected traffic flows, the intersection would be <br />reconstructed to accommodate two lanes in each direction for each leg. Reconstruction would <br />likely be 300-500 feet in each direction from the intersection. A signal system would be <br />installed which would provide four phases plus pedestrian crossings. It, of course, would be <br />expandable to additional phases if needed in the future. <br /> <br />Funding for such an improvement could come from at least four different sources: Federal Aid <br />Urban (FAU), MnDar tumback, Municipal State Aid (MSA), or local. Each of these are <br />briefly discussed below: <br /> <br />1. FAll <br /> <br />Federal Aid Urban funding is available to the City in an amount of approximately <br />$55,000. It can be used for specific projects, one of which is signal improvements. It <br />is administered through MnDar. <br /> <br />2. Thmback <br /> <br />Since Jackson Avenue was tumbacked from MnDar to the City less than 10 years ago, <br />we can request MnDar participation on the Jackson Avenue portion of any <br />improvements. If they agree to participate, this funding is similar to Municipal State Aid <br />monies but does not reduce the City's MSA fund balance. <br /> <br />3. MSA <br /> <br />The City could advance encumber from future years' Municipal State Aid allotments for <br />any portion of this project, including any necessary land acquisition.u <br />1959 SLOAN PLACE, SUITE 200, ST.
