4It load for the Council, in reviewing all the work that has been
requested from the City staff, is getting so large that we are
essentially having two meetings per week with some meetings
beginning at 6:00 p.m. The City staff is not afraid of work
but the City Council should not try to do a two year agenda in
6 months, as this is not feasible or a healthy work situation.

At this meeting on 4/13/93, after all the finances have been
discussed, the City Council will have to again review work
projects and develop an overall game plan on which project
should move forward first based on the available finances. It
is anticipated that at least one more CIP work session will be
needed following the completion of the City Council discussion
on available finances.

Based on the last meeting with the City Council on the CIP and
the City Council/County Board meeting, it appears that some
projects are hoped to move forward in 1993. These projects
include the following:

1 .

School Street/Jackson Avenue Intersection Redesiqn

4It

The City Engineer has been directed to investigate
this project. The project would include an expansion
of this intersection to four lanes and possibly a
signal at this intersection. This project will have
ramifications on the expansion of School Street from
Highway 169 to Proctor Avenue. The expansion of this
intersection would certainly necessitate a special
meeting with the School Board and another
neighborhood meeting with adjacent property owners.
If financed with MSA monies, this project would
necessitate using 1994 monies in 1993.

2.

Jackson Square Parking Lot

This project is scheduled to take place in 1993
it is anticipated that the HRA will finance
majority of this project. The City Council may
to have a meeting with the HRA to discuss
improvements of Jackson Square and maybe
improvements of other parking lots.

and
the
need
the
the

3.

City Hall Site

4It

The City Hall site is scheduled to be landscaped as
soon as practical so the building will be at its best
for the open house later this summer. Included in
the landscaping is more birming, the installation of
the irrigation system, sodding, seeding, planting
trees, the development of the pathway along Orono
Lake, and improvements between the pathway and the
lake. The City may need to hire out some of this
