OFFICER <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />On April 6, 1993, I attended a meeting regarding a project to <br />raise funds for a secondary D.A.R.E. officer. If this fund <br />raising project moves forward, the City would certainly be a <br />willing participant in terms of waiving local building permit <br />fees, SAC/WAC fees, and assuring a housing inspector is on site <br />most of the time. <br /> <br />This project would raise a lump sum amount in 1993 to finance a <br />new and additional police officer for the D.A.R.E. program. <br />A secondary D.A.R.E. officer certainly has benefits for the <br />entire community and would be a very positive additional <br />program. <br /> <br />. <br /> <br />However, a concern that must be reviewed relates to the ongoing <br />expenses associated with a new police officer. The City <br />currently is responsible for 58% of the expenses associated <br />with the school liaison program and a new D.A.R.E. officer <br />would be an addition to this program. If funds are raised in <br />1993 for the first year of this program, then the City may be <br />obligated to finance the program in future years if additional <br />funds are not raised. Furthermore, the school liaison program <br />has been on the School Board list of projects to maybe <br />cut/reduce if funding becomes tight. The City has to be <br />concerned about absorbing future costs of a new D.A.R.E. <br />officer or the public repercussions of eliminating a program <br />initiated only a few years earlier through a public fund <br />raising effort. <br /> <br />It is not my intention to cast a cloud of concern over this <br />fund raising effort but I feel it is necessary that the Council <br />be aware of future financial issues related to a new D.A.R.E. <br />police officer. <br /> <br />. <br /> <br />720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
