<br /> <br />ITEM 3. <br /> <br />TO: MAYOR & CITY COUNCIL <br />PARK & RECREATION CO <br /> <br />SUBJECT: WELL #4 AND BACKWASH POND <br /> <br /> <br />FROM: PAT KLAERS, CITY <br /> <br />DATE: APRIL 8, 1993 <br /> <br />The City Council briefly reviewed this issue at its 4/5/93 <br />meeting as did the Park and Recreation Commission at its 4/7/93 <br />meeting. Based on the limited information that was available, <br />it was the general opinion of both groups that the Orono Park <br />area, on the west side of Gary Street and south of the <br />apartments, is not an appropriate location for a water <br />department backwash drainage pond. <br /> <br />Utilities Superintendent, Bill Birrenkott, has expressed <br />concern that not all of the information related to this <br />proposal was presented. Bill requested that he be able to <br />present information on this issue to the City Council and the <br />Park & Rec Commission. Accordingly, Bill is on this agenda to <br />present information related to the backwash pond. <br /> <br />. <br /> <br />Attached for your review is a memo from the City Engineer on <br />the proposed backwash pond, some handwritten notes regarding <br />the proposed backwash pond, and a few sketches showing the <br />general location and size of the pond. In general terms, the <br />backwash pond will be located in the vicinity of the drainfield <br />of the apartment complex. (The apartment complex is required <br />to hook up to sewer and water this summer.) <br /> <br />There is no doubt that a backwash pond is more economical in <br />the short run. However, a holding tank within the building may <br />have some long term benefits. The holding tank may facilitate <br />recycling the water in the future. Recycling of the water <br />cannot take place now because the water system is not <br />chlorinated. <br /> <br />At the old City Hall site (creamery site) the water is "flushed" <br />directly into the sanitary sewer system. At this new well <br />site, if a pond is constructed, no water would flow into the <br />sanitary sewer system. If the water was retained in a concrete <br />tank in the building, then the water would be discharged during <br />off peak sewer periods into the sewer system. No charges will <br />be made to the Utilities for the discharge into the sewer <br />system, but it will be noted in our City Audit as a <br />contribution to the Water Utility. <br /> <br />. <br /> <br />The biggest issue with this backwash pond, is the question of <br />whether or not this fenced-in pond area is appropriate for a <br />park...either the Orono area-wide park or a neighborhood park. <br />By this I mean we are proposing a well and tower some time in <br /> <br />720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
