The Twin cities and Duluth MSAs were designated carbon <br />monoxide non-attainment areas in accordance with the National <br />Ambient Air Quality standards of P.L. 101-549. Counties within <br />those MSAs must comply with the state of Minnesota Implementation <br />Plan which includes use of oxygenated fuels from October 1 thru <br />January 31. (Ethanol blend fuels have little or no cost impact and <br />Minnesota law provides that all counties will use them by 1997.) <br />stationary source permitting will not be impacted. Minnesota has <br />no ozone non-attainment areas and particulate matter (PM-10) is <br />measured on a county basis with only Ramsey and Olmsted currently <br />not in oompliance. <br /> <br />v. The Anoka Board of Real tors is on record supporting <br />Sherburne county in the TCMSA. The st. Cloud Board of Realtors is <br />on record supporting a split in Sherburne county for MSA <br />designation only and will work with the Anoka Board in an effort <br />to gain a consensus view. <br /> <br />III. octions: <br /> <br />1. No action--Accect OMB's Reclassification <br /> <br />Pros: <br />option. <br /> <br />o <br /> <br />OMS and FEAC believe this is the most prudent . <br /> <br />o Maintains integrity of Sherburne county <br />o Communities of Elk River and Big Lake are <br />experiencing the most rapid group and have greater affinity to the <br />Twin Cities. <br />o Sherburne county residents gain higher FHA, home <br />health care and assisted housing benefits. <br /> <br />Cons: 0 Any decision that realigns part of SCMA's central <br />city with another metro area, is flawed and does not meet basic <br />"reality" checks. <br />o Future Economic Census from DOC will reflect both a <br />reduced and understated market potential for this area and may <br />discourage national companies from locating here. <br />o. Creates economic inequities in of st. Cloud. <br /> <br />2. Sclit Sherburne Countv to reflect cO'Dulation and 90mmutinQ <br />census data (sclit to be neqotiatedl. <br /> <br />Pros: 0 Provides most realistic MSA designation and best <br />reflects cost and community realities, thereby reducing government <br />or commercial inequities. <br />o Maintains integrity of st. Cloud community. <br /> <br />Cons: 0 OMS has not split any counties outside the New. <br />England area. <br />
